Fill-in fields
Every place your own information belongs, in square brackets. Sample values are questions, not answers — confirm each one before you accept it.
Choose one
Where programs legitimately differ — weekly, biweekly or monthly billing, for instance — you get the alternatives written out. Keep one, delete the rest.

Policy blocks that apply to some programs and not others. Each one is a decision you make deliberately, not an oversight.
Verify
Your state's rules govern here. The flag tells you to confirm with your licensing agency — Appendix B collects every one so you can do it in a single sitting.
Safety baseline
A floor you may strengthen but should not weaken. Named plainly, so you know which lines aren't yours to soften.

Provisions touching liability, discrimination, custody or termination. Tiered by consequence: Tier 1 before you publish, Tier 2 as your program grows.
What this is, and what it isn't.
A template that overstates what it covers is worse than one that tells you where the edges are.
This is a handbook — the document that states your policies to families. It is not legal advice and not a substitute for your state’s licensing regulations. Where a provision turns on a legal question, it is flagged and routed to the right professional rather than answered with language that may not hold in your state.
It contains no dollar amounts, on purpose. Tuition, deposits, late fees and discounts live on a Rate Sheet you provide alongside it, so you can raise your rates by reissuing one page instead of republishing the whole handbook. Sixteen sections point to it, and Appendix D lists every amount yours needs to cover.
The companion forms a finished handbook references — the enrollment paperwork, the agreement a family signs, the daily records — are not included here. Appendix E names every one, so nothing in your handbook ends up pointing at a document you don’t have.
